CM lays foundation stone of TCC, launches NUHM

ITANAGAR, Aug 14:  On the eve of Independence Day, Chief Minister Nabam Tuki today gifted the people of the state a Cancer Center and the National Urban Health Mission, marking another milestone in the health sector of Arunachal Pradesh.

In a simple but impressive function at the premises of the Naharlagun State Hospital here, Tuki laid the foundation stone for the Tertiary Cancer Center (TCC) and also launched the National Urban Health Mission (NUHM) in presence of Health  and  Family Welfare Minister Atum Welly, Secretary Indira Malo Jain, Director Dr Kartik Nishing and Chief Medical Superintendent Dr Moji Jini besides host of officers, doctors and officials of the State Hospital.

Describing the TCC a milestone in state’s heath delivery system, Tuki however called for massive awareness campaign against all life threatening diseases including cancer and conduct of free health camps to know the health status of the masses. He advocated introduction of health card for each family in tune with his proposed CM’s Universal Health Insurance Scheme (CMUHIS) which would provide cashless treatment in notified government and private hospitals initially to BPL category families. Once the state and district hospitals are upgraded, expert surgeons could be brought from reputed hospitals from outside to treat patients within the state as per the agreement under preparation to be inked with a reputed insurance company with proven record, he added.

Tuki urged the concerned Minister, Secretary and officials of the Directorate and the State Hospital to fast-track processing of the proposal and ensure its launch by September next.

“We cannot delay giving the benefit to the people, particularly in delivery of health services, with reasons like official bottlenecks,” he observed.

Expressing dismay at the inordinate delay in upgrading of the 15-bedded State Hospital to a 300-bedded multi-specialty hospital-cum-medical college, the Chief Minister appealed the implementing agency to expedite the construction.

He asserted it as one of the most prestigious projects of the state and said that delay in its completion is equal to depriving the people of their basic rights.

Citing his meeting with Union Health Minister Gulam Nabi Azad recently at New Delhi, Tuki informed that the Union Minister has assured all-out support to Arunachal Pradesh in augmenting health services and will visit the state next month to take first-hand report of the ground situation.

Without taking the name of the executing agency of the 300 bedded-cum-college, the Chief Minister emphasized that the dream project should be executed on war footing or given back to the State Government. The Center is implementing the project through an agency by signing a tripartite MoU, the State Government being a party to it.

Speaking on the occasion, Welly said the TCC would immensely benefit the state people, but suggested the health mangers to find out the cause leading to rise in number of cancer cases, particularly stomach cancer. He also called for strict enforcement of ban on sale of tobacco products in the state to prevent cancer.

He said the NUHM would be great relief but exhorted that those in medical profession are ‘social workers’ and should serve with dedication and sincerity to serve humanity.

“The TCC approved by the Center under National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS) with radiotherapy facility would offer complete treatment for the poor people who cannot afford the time consuming and costly treatment outside,” said Oncosurgeon and State Nodal Officer for NPCDCS, Dr Mari Basar. The Rs 6-crore project includes Rs 1.8 crore of state share.

Dr Basar and radiotherapist Dr S Tsering were heaped with praises for their untiring efforts since 1999 to make the TCC a reality.

Earlier, H&FW director Dr Kartik lauded the state government, particularly the Chief Minister for creating directorates of medical education & research and family welfare, creating posts of 100 Medical Officers, 52 ANMs while 55 specialist’ posts were under process which would help improve the health scenario of the state.

Dr Jini, in his concluding address, said that despite inadequate facilities doctors of the State Hospital were serving the people, including those from Assam, to their best capacities which however would improve with upgradation of the hospital.

Meanwhile, Dr Raja Dodum, State Nodal Officer for NUHM, explained the objectives, target and implementation procedure of the newly launched Health Mission.

ITANAGAR, Aug 14: Appalled by the inaction of the state government in the Bomjen Gapak murder incident, the All Nyishi Students’ Union has urged upon the state government to come out with the report regarding the demands placed by it.

In a release, it said, two months have passed since the agitation was deferred on the assurance given by the chief minister himself. The government needs to clarify on the status as per the demand. We expect a man of his stature, the guardian of the state, to honour his commitment, it said.

The union is deeply hurt by this casual take by the government and being taken for a ride for two months and for the lackadaisical attitude shown. “The case has been settled with the intervention of ABK and also AdiSU” declared Kamta Lapung.  “Life is nothing but full of compromise, let us compromise in greater interest,”  Lapung  said adding that the 17th June incident took place due to  communication gap and misunderstanding.  He appealed to the ABK and AdiSU to continue their good works for the cause of people of the state. Lapung further appealed to its advisers to continue their guidance to the Apex student body.

“Little misunderstanding has been settled” said Tony Pertin adding “misunderstanding sometimes happens out of emotion and anger. It was a case of such a nature.”  He also apologized to well-wishers, general public and petrol pump dealers for the inconvenience caused to them due to such ‘misunderstanding’.  He also assured to work together for progress of Arunachal.

‘AAPSU is not final authority’ : While addressing the media persons, AAPSU legal adviser T T Tara appealed to the general public of the state not to believe in misinformation that AAPSU is granting citizenship to Chakma-Hajong or AAPSU is inclined to issue PRC to non APSTs.  Tara clarified that AAPSU is not a final authority to decide on granting citizenship to Chakma-Hajong and issuing PRC to non-APSTs.

AAPSU is only a team member of the JHPC which is basically formed to study the ground reality of Chakma-Hajong in the state, Tara said adding once completed, the report will be submitted to the Govt for necessary action.

Similarly, on the issue of PRC to non-APSTs, the advisor informed that state Govt will take a policy decision on it.  He reiterated that AAPSU will always fight for the interest of the indigenous people of the  state.

Freedom is meaningless when no one is Aazad

Gopal Rai

When I was passing out from Rajiv Gandhi University (RGU), I asked a Deori friend of mine coming from Assam to study in RGU how did he feel staying two years in Arunachal Pradesh?  Happily he replied, “I really enjoyed being here. I like Arunachalee contrary to what was told to me by my relatives when I told them I took admission in Rajiv Gandhi University, Arunachal Pradesh. People here are simple and straight forward sans cunn-ingness and deceit-fulness. I enjoyed eve-ry freedom here and loved being here.”

Time changed! Today, somewhere inside our hearts, many of us find we cannot enjoy the real freedom. Many feel, the state is not as safe as it used to be, though many may claim. Inside our hearts we, somehow, believe and accept that the place is becoming insecure for us irrespective of caste, community or region.

Recently, while buying chana-matar-badam from a chanawala at Nahralagun roadside, I  asked him, “Bhaiyya kitna kama liya,” he looked upset and replied, “Kahan sir, abhi abhi ek ladka aaya thaa, haath  mein beer bottle thaa aur pura nasha mein thaa, usne mera jeb check kiya aur sab  kamaya hua paisa le gaya aur saath mein ek bada sa chana ka  packet bhi le gaya”. Surprised by his answer I asked why he didn’t protest. He was afraid of protesting. The man was scared of being beaten up by that drunken guy. How free he feels, only he knows!

Journalism in Arunachal Pradesh is clear example of how freedom is curved, pressed and twisted by few people for their self interest. Journalists work hard risking their lives in mirroring the reality. But everywhere freedom of press is chained. Hard wor-king media persons are threatened and humiliated at every drop of a hat. Not only this, they are warned and intimidated and threatened of being killed or tortured. Do they really enjoy the freedom of press and freedom of expre-ssion? Answer is crystal clear.

Concerned parents are always worried about their children’s well being. If they are late by any means particularly at night, many horrible imaginations start coming to their  minds. Their children being in trouble, beaten or killed are few scariest imagi-nations that haunt these parents. Their minds are not free.

If in an emergency one has to go to any place during night time, one has to think time and again before stepping out from home. No one feels secured or safe to move out during such an emergency. Where is one’s freedom?

Law abiding citiz-en don’t feel free to drive along the main highway. They are afraid of being hit or smashed by law bre-akers of traffic rules. Sometimes their minds are preoccu-pied of being killed or being fined if someth-ing goes wrong. Are they really free? You know the answer better.

Only few days back I read a joke about a school going child saying to his mother, “School sey darr nahi lagta hai Maa, Mid Day Meal sey lagta hai”. Joke apart, somewhere between the lines one realises how scared school going children and their parents are regarding their lives. Parents are not free from fear of losing their children. Freedom is confused here.

Rapes and murders were unheard of in the land of rising sun till few years back. Time has changed. Rape, murder and other criminal activities make headlines in most of the state’s local dailies.

Womenfolk cannot move freely at night hour which makes mockery of Gandhiji’s vision, “The day a woman can walk freely at midnight on the roads, that day                we can say that India achieved independence”.  They are not free from the clutches of greedy and lecherous eyes. Does freedom hold any meaning for these women?

In many parts shopkeepers cannot keep their shops open till late night. They start shutting their shutters as soon as the sun hides beyond the western horizon. How free and secured they feel is still a mystery.

And finally, where is the actual freedom when a rickshaw puller has to pull another fellow being for earning livelihood even after India achieved freedom many years back? Freedom is meaningless for him.

However, having said all these, all is not dark and depressing. There are freedoms that we enjoy everyday. We must be optimistic. Let everyone enjoys the things they love doing it without obstructing another person’s freedom. Let each of us feel secured, safe and free. Let there be an environment where each of us can enjoy the happiness of being free and pleasure of freedom or else what is this freedom if no one is aazad in reality.

Floods -- blessing for Indus Dolphin

The recent floods in the Indus River, which are becoming an annual occurrence, are certainly devastating for the local human population but for one species some conservationists believe, they provide a silver lining. The extra water in the Indus River is a godsend for the endangered Indus Dolphin, considered Pakistan’s flagship species, as it provides them with a larger area to swim and hunt in, connecting all the side channels and large pools.

Every five years, the WWF-Pakistan along with the Sindh, Punjab and KPK Wildlife Departments and other NGOs, conduct an Indus Dolphin population survey on the river. According to the findings of the latest Indus Dolphin population survey, conducted in 2011 after the massive floods of 2010, an increase in dolphin population was observed in some of the river sections.

In a previous news report based on the same study it had been claimed that the Indus Dolphin’s population had decreased. However, various other reports contradicted it. The conservationists involved say it is a matter of interpretation.

The movement of the Indus Dolphin is not restricted to the main stretch of the Indus River. During high flow season, the Indus Dolphin routinely swims into the many connecting irrigation canals of the Indus when the gates are usually opened. It frequently moves back and forth in the irrigation canals and tributaries of the river. When water levels go down and the canals are closed, the dolphins get stranded in small water pools.

WWF-Pakistan, in collaboration with the Sindh Wildlife Department set up an Indus Dolphin Rescue Unit several years ago to rescue trapped dolphins and physically transport them back to the Indus River. There have been a number of rescues since the floods of 2010 because many dolphins spread into irrigation canals and active channels and had to be rescued from there.

Clarification

Dear Editor,

With due respect and humble submission, I would like to lay down few words in your daily. Few months ago back, in every print media under the banner of SUMA my name was published as RTI Chairman of said union. Many people including my friend asked me about how I being a Convenor of AKKDSU accepted such post. As per my knowledge there are many people by name Natung in our clan. But as per the official appointment of SUMA, some other person is the RTI chairman.

Being a convenor of our apex district student organization my soul and duty did not permit me to serve in other organization till completion of my tenure. This is my humble appeal to our student comrade that I am not a RTI Chairman of SUMA and from today onward I wish every people’s miss-concept have been clear from my side.

But being an active student member my mental and moral support is always with those organizations that think and act for welfare of student community and I am ready to serve for common cause and act for mankind of state as whole. Long live Arunachal Long live Student Organization

Yours,

Kipa Natung

Wrong act on the part of police

Dear Editor,

Through this esteemed daily I would like to express my strong criticism against the unruly behavior of Naharlagun police to the media person which appeared on August 10th of this daily. Before this, also many such incidents have appeared in this daily a few months ago. As usual, it is the miscreants who attack media as they really don't want media to  expose their illegal activities. But what a sad, now the police too don't want the media to work freely. I really never expected such unethical behavior from police side on the media.

If we talk about the press, HG Wells regarded the press as the very backbone of enlightened citizenship. And the Robert Lynd describes the press as a reformer, teacher and a critic. Dear citizens, in the light of this context, it is the news paper which is the greatest and most potent channel of expressing the opinion of the public through feature, article, report, advertisement, readers forum and editorial sections. As we have democratic government in India so certain types of rights, liberty, freedom of express, to give constructive criticism etc. are guaranteed for us in constitution of India.

It is confirmed that the press is the very backbone of enlightened citizenship and the press people are dedicatedly, tirelessly and impartially doing their job to expose wrong or right, true or false activities of people, state and country in front of public. It seems the press is really a teacher, reformer and a critic.

From my point of view media is eyes, ears and mouth of the common people. Those who attack on the media means they attack on the eyes, ears and mouth of the common people and the common people should raise their voice against such people whenever such uncivilized behavior occurs.

Yours,

Karbia Tana
